"What we need to do is have a major change in the fixed standard, the absolute guaranteed standards, minimum standards.

"But you have to make sure that we don't punish the house-builders, particularly the SME house builders, and we make sure that it's incentivised in a way that is profit-driven because that's how we will make major change and that's how you get innovation in tech and innovation in any other industry."
